Create a vocabulary from real buyer language
Start with products and services, then add outcomes, standards, use cases and common buyer terminology. Review relevant and irrelevant notices to discover synonyms and ambiguous words. A good search vocabulary is based on how buyers describe demand, not only on the supplier’s product catalogue.
For cross-border searches, CPV codes provide a stable base while local-language keywords improve precision. Titles alone may not reveal the complete lot scope, so sample the official descriptions and documents.
Use a layered search portfolio
Maintain a small number of broad discovery searches and several narrower high-intent searches. Broad searches help find unexpected terminology; narrow searches reduce the daily review burden for core markets. Record why each CPV code and keyword is included.
- Core product or service terms
- Problem and outcome terms used by buyers
- Relevant CPV groups and more specific child codes
- Country, value or deadline constraints based on delivery capacity
Measure relevance and tune monthly
Track how many results are relevant, reviewed, qualified and pursued. Remove terms that generate repeated noise, but do not narrow the search after a single false positive. Add terms from won, lost and newly discovered opportunities.
Search quality should be judged by useful opportunities found and review time saved, not by raw result count. Keep a route back to the official record for every shortlisted notice.
