How to read a TED procurement notice
A practical route from the headline to the official documents, lots, deadlines and award criteria.
Start with scope, not the headline
A notice title is a useful signal, but it rarely contains the full commercial scope. Open the official notice and identify whether the procedure is for supplies, services or works, then review the description and lot structure.
A supplier may be suitable for one lot without being able to deliver the entire procedure. Record the lot identifier you intend to pursue and keep all later checks tied to that lot.
Confirm the route and timetable
Publication date is not the submission deadline. Check the official deadline, time zone, submission platform, question period and any separate dates for site visits or samples.
- Create an internal deadline earlier than the official cut-off
- Check whether registration or electronic signatures are required
- Monitor the official page for corrigenda and deadline changes
Separate eligibility from scoring
Eligibility conditions decide whether a bid can proceed; award criteria decide how eligible bids are ranked. Build two checklists so a strong technical proposal is not undermined by a missing declaration, certificate or financial document.
