A repeatable first-pass review before spending time and money on a public-sector bid.
Commercial fit
Estimate revenue, delivery cost, bid cost and realistic probability of winning. A large contract is not automatically attractive if the lot structure, geography, guarantees or payment terms create disproportionate risk.
- Can we deliver the exact lot and geography?
- Is the estimated value compatible with our capacity?
- Do the contract duration and payment structure make sense?
Eligibility and evidence
List every mandatory condition before drafting the offer. Mark each requirement as available, obtainable before the deadline, or unavailable. Stop early when a mandatory requirement cannot be satisfied.
- Legal and tax declarations
- Turnover, insurance and financial standing
- Relevant references and technical capacity
- Certificates, licences and named experts
Submission risk
Confirm who owns the final submission, platform access and final review. Keep a decision log and a source link so the team checks the latest official documents rather than an outdated download.
